Whether to apply a full Pavement Protection Overlay
Sealant or if a Crack Repair System is needed

Pavement selection is important in determining the success or failure of a protection sealant or a repair crack
sealing project. For this purpose the PASER Evaluation Method was developed. The Paser method defines
defects; evaluates and rates pavement surfaces; and provides a remedy which meets US and international
road construction specifications. The following classifications and remedies are excerpts from Paser Asphalt
Road Manual – Pavement Surface Evaluation and Rating 2002.

There are a number of defects that occur in pavement surfaces. These include:

SURFACE DEFECTS

Raveling - Progressive loss of pavement material from surface downward caused
by stripping of the bituminous film from the aggregate, asphalt hardening due to
ageing and poor compaction. Slight raveling has loss of fines. Severe raveling has
loss of coarse aggregate.
SOLUTION: Thin overlay seal coat with EBS

Flushing – Excess asphalt on the surface caused by poor initial asphalt mix design
or by paving over flushed surface.
SOLUTION: Overlaying a new asphalt layer with EBS Surface Sealant.

Polishing - A smooth slippery surface caused by traffic wearing off sharp edges
of aggregate.
SOLUTION: Repair with an EBS Seal coat overlay with a sand seal if required.

SURFACE DEFORMATION

Rutting - Displacement of material creating channels in wheel paths caused by
traffic compaction or displacement of unsuitable material.
SOLUTION: Minor rutting repair with overlays using EBS. For severe rutting, mill the
old surface, reconstruct the bed and then re-surface and seal with EBS.

Distortion - Shoving or rippling of surface material in displaced crossways, which
effect the direction of traffic. It can develop in to wash boarding when the asphalt
mixture is unstable because of poor quality aggregate or improper mix design.
SOLUTION: By milling smooth with EBS and overlaying with a stable asphalt mix
and EBS Surface Seal.
